In advance of his expected late arrival, NC asked ABL to temporarily take the chair.

3.                  Matters Arising

3c.Village Day 2007

 

Date rescheduled for Sunday 9th September 2007.

 

4b. Street Lighting

 

Most, if not all of the building mounted lights have been fitted and feedback so far is very positive, both in terms of appearance and lighting effectiveness.As installation of all the lighting was intended by Streetpride to be �seamless� ABL and DH will both press for implementation of the second phase.

 

4d. Signage

 

The Highways Authority have provided consent for replacement of the �Residents Parking Only� signs at Friars Croft with more modest alternatives, provided everyone accepts that the restrictions is not legally enforceable.

 

5c. Wentworth Park Entrance

 

Application plans are presently with Rotherham MBC.

 

5e. ����������� Church Drive Trees

 

Completed.

 

The Chair was handed over to NC at 6.20 pm.

 

4.                  Social & Welfare

 

a.       Village Date 2007

 

NC reported that it is intended that the Village day should become a more self-sufficient event aimed to raise funds.

 

b.      Cricket Pavilion

 

NC reported that repair works are being instigated including change from gas to electric water heating.

 

c.       Health Visitor

 

NC reported that the prospective candidate had been met, but had subsequently failed to show a continuing interest in establishing a clinic in Wentworth.

 

5.                  Governance

 

a.       Parish Plan

 

DH reported that the Parish Plan process was progressing well with J Chester-Bristow proving an excellent chairperson and J Morley an excellent secretary.Funding has been obtained, the steering committee meets each month and there is a good sense of momentum.A launch event is being held at the Mechanics Institute on the 15th May when members of the community will have the opportunity to meet Local Authority and Community Management representatives.The event also aims to gain an understanding of the �key themes� which should be included within the subsequent questionnaire.DH felt that the process was already raising the profile of the Parish within the Local Authority who are �waking up to live issues�.

 

b.      227 Bus Service � Rotherham/Hoyland

 

A recent threat of cancellation of this service has been overturned and it will be operated and subsidised by the South Yorkshire Passenger Transport Executive from May 2007.

 

c.       Area Assembly

 

ABL reported that the Wentworth North Area Assembly has recently published its Area Plan for 2007/8.This includes some initiatives pertinent to Wentworth Parish such as:

 

         beginning a dialogue about the differences between urban and rural parts of the Borough,

         encouraging the economic use of redundant buildings,

         maintaining area health profiles and considering target groups for improved services,

         identifying gaps in the provision of services within Harley,

         representing the needs of the Wentworth Parish and its people to RMBC,

         promoting the provision of services and facilities within rural communities and

         acknowledging that rural areas have different and unique street scene requirements.

6.                  Built Environment

 

a.       Village Design Guide

 

The Fitzwilliam Wentworth Amenity Trust�s design guide has been completed and circulated to Local Authority and Parish Council representatives.DH confirmed that he felt it was a good document and NC questioned if it was to be put on the village website.ABL indicated that, as yet, the Trustees of the Amenity Trust had not considered this possibility.

 

b.      Highway Parking

 

DH indicated that there continues to be a problem with legitimate parking on Main Street causing an obstruction, although he did not advocate that any action be taken at the present time.

 

c.       Dike Hill � Wall Removal

 

ABL reported that the Highways Authority had recently removed part of what they considered to be an unsafe wall along side an adopted road at Dike Hill.This is an unfortunate consequence of legislative process geared to protect the general public from unsafe structures.The owner of the wall cannot be identified.ABL has written to the Council expressing dissatisfaction and encouraging local householders to adopt responsibility for future maintenance of the wall.

 

7.                  Any Other Business

 

a.       Village Website

 

The award winning Village Website was created by a village resident.Time constraints mean that updating can be slow and, with it being in private hands, control difficult.ABL asked if the Community Association or perhaps the Partnership should look to acquire rights to the website to enable direct control.This will be considered by NC with the creator.

 

b.      Interregnum

 

NC asked what the current status was and ABL replied that, whilst one candidate had been considered, no offer had been made.Both the PCC and the Patron are actively considering alternative candidates.

 

c.       Welcome Pack

 

ABL proposed a welcome pack for future new residents to the Parish.This was considered to be a good initiative for the Parish Plan.

 

d.      Village Newsletter

 

DH asked what the current status was with the village newsletter and NC indicated that it was not currently in production due to a lack of articles coming forward.
